Boil mutton with chilli powder, salt, haldi, ginger garlic paste, dhaniya powder and garam masala powder. Cook till dry. Add a little oil in a pan. Saute the cooked meat for 2 minutes to coat it well with all the masalal. Roast the grated coconut till it gives a delicios aroma.Roast the fennel seeds and powder. Powder the putana dal. Shred the meat into fine threads. Add all the other ingredients and check for seasoning. Add finely chopped coriander and sauteed onion and garlic which were chopped finely Add ginger and lime juice. Make balls of the meat and dip in beaten and deep fry till golden.
